Custom CRM Development in Singapore: Cost and Features (2026)

For the web applications we scope at retroXpect, budget around S$3,000 to S$8,000 for a focused customer management tool. A system with several user roles, connected workflows and integrations can cost S$10,000 to S$30,000 or more.

A customer database takes less work to build than a system that also manages bookings, staff assignments and invoicing. Both can arrive in an enquiry labelled “CRM”.

Before commissioning a custom CRM, work out which part of the business actually needs fixing. An off-the-shelf CRM may already cover it, or you may only need to connect your current CRM to another system or build a small application alongside it.

What Custom CRM Development Covers

A customer relationship management (CRM) system keeps customer information organised along with the work tied to each relationship, such as enquiries, sales opportunities, follow-up tasks and the history of past interactions.

Custom CRM development means building those functions around how your business operates. Configuring a platform such as Salesforce or Zoho is a different job, where you adapt its fields, permissions and workflows within what the product allows.

Scope grows quickly once records start depending on each other. A customer may have several service locations, each with its own appointments, assigned workers and documents. Add scheduling or approvals and the development work increases, even if the business still calls the application a CRM.

Custom CRM Development Cost

The S$3,000 to S$8,000 range suits a small internal workflow, such as one team logging enquiries, assigning them and tracking follow-ups. Adding accounting, inventory or dispatching expands the project substantially.

When comparing quotes, ask each developer:

  • Are data preparation and migration included, or quoted separately?
  • Does the price cover staff training?
  • How long is post-launch support, and what does it cover?
  • Which hosting and third-party service costs will you pay on top?

Our web application development cost guide breaks down the work behind these prices.

Factors That Affect CRM Development Cost

The relationships between records usually affect the price more than the number of screens. One customer with one contact and one open enquiry is simple to model. A corporate customer with several sites, separate billing contacts and recurring jobs needs a more involved data structure.

Permissions add work as well. A salesperson might see only their assigned customers while finance needs billing information across the company. The server needs to enforce those restrictions whenever someone requests a record. Exports and integrations need the same checks; hiding information on a screen is not enough.

Reports need agreed definitions. "Monthly sales" could mean quotations accepted, invoices issued or payments received. If you want to know how long a lead stayed at each stage, the CRM has to record stage changes from the start. A record that holds only today's status cannot answer that question later.

Ask for migration and integrations to be described separately in the quote. “Import existing customers” could mean transferring one clean spreadsheet or reconciling records from several systems.

HubSpot, Zoho and Other Existing CRM Platforms

Custom fields or a different sales pipeline do not justify building software on their own. Established CRMs offer a lot of configuration.

HubSpot supports custom properties and associations between records, though custom objects require an Enterprise subscription. Zoho CRM also offers workflow rules and customisation across its editions, with limits that vary by plan. Check your actual requirements against the plan you would buy before deciding that a platform cannot support your business.

Use the product trial to test the awkward part of your process. A standard contact-management demo shows little about whether the software can handle your approval rules or the handover from sales to operations.

Small Applications Alongside an Existing System

For a jointing company, retroXpect built a payment claim application for around S$4,100. Staff photograph completed job sheets, the application extracts the relevant details, and a person checks the prepared claim before it is submitted.

The company continued using its existing system. Information moves between the two through file export and import, so the custom work stayed focused on the manual claim-preparation step. Our custom software cost article covers that project's scope in more detail.

The same reasoning applies to a CRM. If customer records and sales tracking already work, a separate quotation tool or job-assignment screen may solve the remaining problem. Decide which system holds the master copy of each record so staff do not end up maintaining two versions of the same information.

First Release Scope

Start with the work staff need to complete every day. A first release might let them capture an enquiry, assign it, record the next action and follow it through to an outcome. Include the steps needed to resolve the delays in your current process.

Requests that sound small can involve more development than expected. A quotation feature could mean generating a PDF from entered details. It could also mean an approved price list, discount permissions, revision history and conversion into a job.

For a customer portal, decide which documents each customer can see and who manages their accounts. The system needs to check access before serving a document, and staff need a way to remove access when a customer’s contact person leaves.

Leave features that do not support the first usable workflow out of the initial build, and agree how your team will handle that work in the meantime.

CRM Data Migration

Before moving the data, decide what to carry across. Check for duplicate companies, former employees still listed as current contacts and notes that staff can no longer interpret.

Agree which records to rely on when sources conflict, and who will resolve uncertain entries. A developer can flag likely duplicates, but someone who knows the customers has to decide whether two entries are the same business.

Run a sample migration before the full transfer. Check that contacts sit under the right company, documents open and totals match the source. Agree as well how records created or edited between the sample import and launch will be carried across.

Older records that staff rarely need may be better kept in a separate archive. Agree what to retain and for how long before moving everything across.

WhatsApp, Accounting and Payment Integrations

"WhatsApp integration" can mean a button that opens a chat, or a system that sends notifications and records customer replies. Automated messaging uses the WhatsApp Business Platform, directly or through a provider. It needs more setup than adding a link. We’ll cover setup and messaging costs in WhatsApp Business API Integration for Singapore Businesses.

Ask the developer to describe exactly what they are quoting for. For accounting, specify whether the CRM only links to an existing invoice or also creates invoices and updates their payment status. The second requires a connection to the accounting platform and checks that updates are recorded correctly.

For each connection, agree:

  • Which system controls the information?
  • What happens when an update fails?
  • How will repeated events be stopped from creating duplicate customers or invoices?
  • Where can staff see records that need attention?

Every integration depends on what the other platform allows. A subscription tier or a missing API operation can limit what a custom application can do. Our API integration guide covers those checks.

Ongoing CRM Costs

A custom CRM needs hosting, backups, security updates and third-party services after launch, plus development work whenever your own process changes.

At retroXpect, web application maintenance starts from S$500 per month. The agreement states which support is included and which changes need a separate quote. Our web app maintenance cost guide explains what support can cover.

To compare custom development with a subscription, use the same period for both, such as three years:

  • For an existing platform, include implementation, subscriptions for your expected number of users, integrations, training and administration.
  • For custom development, include the build, migration, infrastructure, maintenance and expected changes.
  • On both sides, include the staff time spent on workarounds.

With per-user pricing, a larger team can shift the result considerably. We’ll work through the numbers in Custom CRM vs HubSpot: A Three-Year Cost Comparison.

Source Code Ownership and Data Protection

Before signing, confirm:

  • Who owns the source code and what rights the agreement gives you.
  • Whether you will have access to the repository, hosting, database and external service accounts.
  • How you can export customer information along with its notes and documents.

A source code handover only helps if another developer can understand and run the system, so ask what documentation comes with it.

Singapore’s PDPA includes obligations on protecting and retaining personal data and on transferring it overseas. Ask where the CRM, backups and connected services store personal data. If a provider transfers it overseas on your behalf, your organisation still needs to ensure it receives protection comparable to the PDPA’s requirements.

Decide who can access or export customer records and how access is removed when staff leave. Our PDPA guide for web applications goes into these points.

Frequently Asked Questions

Is custom CRM development cheaper than a subscription?

It can be over several years, particularly where subscription fees and manual workarounds are high. Compare the same scope over the same period, including maintenance and future development. A small team with a standard sales process is usually better served by an existing product.

Can we keep our accounting software?

Usually, yes. The CRM handles customer and operational work while the accounting platform stays responsible for accounting. How the two connect depends on that platform's API or its import and export options.

Can a custom CRM work on staff phones?

A responsive web application works in a phone browser. Test the actual tasks on a small screen. Offline use or particular device features need separate assessment and can change the scope.

Can we add features later?

Yes, but mention foreseeable needs early. Knowing you may add branches or different customer access levels affects the original design. Later additions still need assessment and budget.
